back n about 93 i got what was called a 2nd 2nd dui. which was treated as a 3rd. i was days away from completeing an 18 mo program,when i was thrown in jail for an unrelated charge. when i got out the lady who ran the place died,the staff had change,and they had purged their system after 2 yrs. which ment i had 2 take the whole course again "according 2 them". i didnt!!! now im on perm disability,i have 2 go 2 the hospital 2 times a week. im trying help takeing care of my folks & need my DL back.my mom has alzhimers (mid level) my dad is 74 & tryies 2 run me around plus take care of doing whatever else needs doing driveing wise. this really puts alot of preassure on him & im worried it'll kill him or worse.its been 12-13 years now since all this happened & i know that 4 refusing 2 take a blood/urine test u lose a DL 4 3 yrs. i've also read that after 8 years of suspension the dmv can reinstate your DL reguardless of the charge. i was told that there is a separate part (or department) of dmv besides where u take/receive tests, plates,licenses, ect. and that was where i could plead my case & get my DL reinstated @. how can i get hold of this department? or what else can i do, its unfair that if i'd refused the breath test i could have had my liscense back 10 yrs ago. but because i went thru the system i got screwed! what can i do? can i plead a hardship case?i really need 2 get this taken care of and need my lisence back yesterday!!i havent had ANY contact with the police since about 96 or 97. no tickets no warnings no jail NOTHING. some 1 please lend me a hand & suggest a direction i might take!!  i'd really appreciate any & all  suggestions.   thank u  n advance
