Environmental Hazard 

Hello,

I live in the mountains in a rural (3 acres plots) in Santa Cruz.  I have a neighbor who owns the parcel above me and my easement runs through theirs.  My spring is also located below them.  The problem i have is that she has dozens of broken-down never used cars laying in wrecks all over the place.  Trucks, cars, even a bus.  Its an image out of Mad Max as you enter my property and the're definately not going anywhere.  What are the laws as to how many cars a person can store on their land if they are non-operational...And/or are they considered an environmental hazard?
