Held Up Beneficiary Document

My father in law was a retired dc police officer who lives in Maryland and he has recently passed away. He has a beneficiary form for his life insurance policy through his job that was never sent by his job to the insurance company so the Insurance company paid his new wife the insurance. My husband and his family have been trying for months to get the job to send the appropriate information to the insurance company because they visited the retirement board who has all of his paperwork and they showed them that the beneficiary form was there and were told that they were going to contact the appropriate people. Now the retirement board is giving them the run around and we would like to know what exactly can we do about this? We have also tried to get the insurance company to talk with them but have not gotten a response. What would be the next step?
